Artifact

Nominal observers are not the same as independent evidence.

A larger room, a larger committee, or a larger agent swarm can still collapse into one effective observer when residuals are highly correlated. A compact approximation is N_eff = N / (1 + (N - 1) rho). The field that matters is not headcount; it is the non-redundant correction signal.

The review packet asks who can expose the blind spot, name the residual signal, open the counterexample route, and force the boundary update. Without those fields, AI governance, agent orchestration, and benchmark narratives can scale the same error.
